<p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">2025年6月1日，日本食品接触材料（FCMs）正面清单（PL）生效。日本消费者事务局（CAA）发布了正面清单介绍手册。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">PL手册中的关键见解</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">1. 法律条款：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">第16条：禁止在器具、容器和包装中使用有害物质（UCP）。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">第18条：允许制定安全标准和制造标准。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">2. 标准结构：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">一般标准：禁止铅和某些染料等有害物质。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">特定材料和特定用途标准：覆盖玻璃、橡胶和杀菌袋等物品。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">3. 附件一（肯定名单）：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">表1:201类批准的基础聚合物。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">表2:840种经批准的添加剂，按材料类别列出使用限制。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">4. 范围：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">UCP中的所有合成树脂层都被覆盖。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">不包括非树脂材料、表面涂层和意外副产物。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">5. 新物质程序：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">PL修订、安全审查或单体通知更新，具体取决于使用和风险。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">6. 过渡：</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">5年宽限期至2025年6月1日。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">在此期间，执行之前销售或制造的产品被视为合规。</span></p><p><br/></p>
